Displays a summary of users accessible data from selected department site

- - Provides a summary of the department content on the home page for News, Documents, Birthdays, Anniversaries, and Key Contacts
    - Displays the department content based on the logged in users department property (usercontext) to populate the department site information for site title
    - Ability to switch the department site in the drop down selector to view other department summary data connected to this Central site
